Nick Mills | Southern WaterDr Nick Mills is the Director of Environment & Innovation at Southern Water. Leading an innovative delivery team who do things differently to improve the environment for our communities. Including an ambitious plan based on partnership approaches to significantly reduce the use of storm overflows through catchment-based solutions. The innovative approach has been demonstrated at scale as part of a pathfinder programme across the Southeast of England. Nick is an engineer with a strong background in delivering complex and innovative programmes. He has delivered several large-scale demonstrations of new technology and concepts. He was Head of Innovation at Thames Water for 4 years. He is a chartered engineer with the Institute of Engineering & Technology, has an Engineering Doctorate and was awarded an industrial fellowship from the Royal Commission of 1851 for his work.
Nick Mills Director of Environment & Innovation Paul Hickey | OfwatPaul Hickey is the Managing Director of RAPID (Regulators’ Alliance for Progressing Infrastructure Development) which is a regulatory partnership between Ofwat, the Environment Agency and the Drinking Water Inspectorate. RAPID’s goal is to facilitate the coordinated delivery of a programme of strategic water resource schemes required to meet the needs of people, the economy and environment. Paul also leads Ofwat's water resource and environment teams. Prior to this Paul was Deputy Director with oversight of Water Resources for England at the Environment Agency. Before this, he worked in the water industry in a variety of regulation and asset management roles. Paul is a Fellow of the Institute of Water.
Paul Hickey Senior Director Marcus Rink | Drinking Water InspectorateMarcus Rink is the Chief Inspector of Drinking Water, appointed in August 2015. As Chief Inspector he is the technical regulator for the water industry for England and Wales ensuring over 15 billion litres of water is safely supplied by the water industry to over 61 million consumers daily.He leads a team of technical experts, scientists and engineers drawn from water and allied industries checking that the quality, sufficiency, security, emergency response, materials and operational technology systems are fit for purpose as outlined in legislation.He is currently a member of the Board of the Regulators Alliance for InfrastructureDevelopment (Rapid), Chair of the Standing Committee of Analysts who are responsible for the methodologies used in water and wastewater management and leads as a collaborating centre for the WHO for water and sanitation health.Examples of previous responsibilities include being the UK representative of the technical advisory group for the Drinking Water Directive in the EU and as the Chair for the 2012 Olympics public health water group.As a professional regulator, Fellow of the Institute of Water and of the Royal Society of Public Health and a Chartered Scientist, his career spans 35 years in health, public analysis and the water industry, he is a published author on innovative, effective and better regulation, as well as risk-based security for the water industry.
Marcus Rink Chief Inspector Philip Duffy | Environment AgencyPhilip Duffy was appointed Chief Executive at the Environment Agency on 3 July 2023. Previously Philip was Director-General, Growth and Productivity at HM Treasury. Philip grew up in Slough, Berkshire. After university, he lived abroad for a while and joined the Civil Service in 2003. In 2006, he spent a year training with the French civil service. He has worked on a wide variety of subjects, from housing and the environment to community cohesion and immigration. In 2011 he became Director, Immigration and Border Policy at the Home Office, and in 2014 became Chief Operating Officer at the UK Border Force, managing customs, immigration and crime operations at the UK Border. In 2017, he joined HM Treasury as Director, Enterprise and Growth, leading work on transport, productivity, the environment, business support and culture. He was promoted to Director-General in May 2020.
Philip Duffy CEO David Henderson | Water UKDavid Henderson joined Water UK as Chief Executive Officer in February 2023. His government experience includes working as an adviser to ministers in Australia and as an official in HM Treasury and 10 Downing Street. His most recent private sector experience includes holding global positions at WPP and KPMG.
David Henderson CEO Sharon Ellwood | Dŵr Cymru Welsh WaterSharon is the Head of Environmental Services in Dwr Cymru Welsh Water and leads a team covering a wide range of environmental work, including environmental regulation and compliance, biodiversity and conservation and development of long-term wastewater plans including the DWMP and the multi-AMP National Environment Programme. As part of her role, she specialises in developing the programme of storm overflow improvements, based on understanding the impact they are causing to the natural environment. She also manages interactions with eNGOs and Stakeholders looking for opportunities for collaborative working to make holistic improvements to the natural environment. Prior to this Sharon held various roles within Welsh Water including leading the Wastewater Asset Management function, and the process design team. Before joining Welsh Water, she worked in various contracting companies as a process design and commissioning engineer with work ranging from the UV disinfection of storm overflows and nitrogen removal systems to using new technologies to allow works to treat additional flows to reduce storm overflow discharges. Sharon holds a degree in Environmental Engineering from Cardiff University, a MRes in Materials Engineering from Swansea University and a LLM in Environmental Law from De Montfort University. Sharon represents Welsh Water on the Wales Better River Quality Taskforce which has developed the action plans for Storm Overflows in Wales.
Sharon Ellwood Head of Environmental Services Monisha Gower | Northumbrian WaterMonisha Gower joined Northumbrian Water Group in May as the new Assets Director. She brings a wealth of experience delivering Capital Programmes and Asset Management from the Energy sector spanning the last 14 years. In 2009, Monisha joined National Grid Electricity Transmission Construction delivering major infrastructure projects and programmes of work, culminating as Senior Project Manager for the South West region. Monisha moved to Cadent Gas in 2016 and held a number of senior management positions, most recently as Head of Investment Planning for the Eastern Network, Cadent’s largest regulatory network, accountable for Asset Management & Investment (£1.2b across RIIO2), Design, Delivery for two thirds of regulatory capital plan, Project Controls and Asset Data. Prior to that, Monisha worked in IT Project Management, delivering enterprise server fulfilment projects, laptop and desktop deployments working with major players including Hewlett Packard, Dell and Fujitsu-Siemens. Monisha has a Master’s Degree in Electronic and Electrical Engineering, following a Batchelor of Engineering Degree in the same discipline. She is a Member of the Association of Project Managers (MAPM), certified PM Practitioner (IPMA Level C), and Member of Institution of Engineering & Technology (MIET). Monisha was a Finalist in the 2021 Top 50 Women in Engineering: Engineering Heroes. She strives to encourage Women in Engineering, Inclusion & Diversity stretching from Client Utility organisations and right into the supply chain to stimulate the market. She is passionate about shaping the next generation of leaders, and is a mentor and Board member of Future Leaders Mentoring.
Monisha Gower Assets Director Jo Harrison | United UtilitiesJo Harrison is the Executive Director for Asset Management at United Utilities. She has over 25 years of experience working in the water industry and has worked for United Utilities since 1998. In her current role she is accountable for leading all strategic planning activity and developing long term plans, including developing and strengthening the Company’s approach to all aspects of the environment, climate change and carbon. Jo also leads United Utilities’ approach to asset management, risk and resilience and land management. Jo has a BSc in Geography and Ecology from the University of Sheffield and an MSc in Pollution and Environmental Control from Manchester University. She is a chartered member of the Institute of Water and Environmental Managers (CIWEM) and a Chartered Environmentalist. She is also a trustee of the Rivers Trust and a non-executive director for JLEN Environmental Assets – an investment fund specializing in renewable energy and innovative green technology.
Jo Harrison Asset Management Director Jon Stokes | Yorkshire WaterJon Stokes has been Head of Storm Overflows Delivery and Alliance at Yorkshire Water since January 2024. He is responsible for delivering Yorkshire Water’s £1.5bn investment in Storm Overflows over AMP7 and AMP8. Jon’s career started as an Engineer in the Highways sector where he was responsible for delivering projects for a local authority and then for National Highways where he specialised in delivering very large projects through collaborative enterprise routes. Jon is passionate about holistic and nature-based solutions and unlocking efficiency in project delivery by better integration and utilisation of the supply chain. He is leading a new Storm Overflow Alliance for Yorkshire Water that will deploy innovative solutions and maximise partnership working to reduce storm overflows in Yorkshire over the next 10 years.
Jon Stokes Head of Storm Overflows Delivery and Alliance Richard Price | PennonRichard was appointed Group Chief Engineering Director on 1 September 2022, having joined Bristol Water in February 2018. Richard is a Chartered Civil Engineer and Fellow of the Institution of Civil Engineers and Institute of Water. He has over 30 years’ experience engineering, constructing and operating water and wastewater infrastructure, having previously held senior roles at other water companies. Richard was instrumental in the transformation of Bristol Water as Chief Operating Officer. He is passionate about safety and customer excellence embedding leading practices whilst transforming operating and delivery functions. Richard is also a director of Pelican, a joint venture, providing combined billing services to Bristol Water and Wessex Water customers.
Richard Price Group Chief Engineering Director Chris Digman | StantecChris works with communities and clients across the UK and internationally to develop and implement ways in which we can continually improve how we manage water in an integrated way. Over the last 25 years he has focused on reducing the impacts of storm overflows on rivers and seas, developed new ways to manage surface water and reduce flooding, while supporting stakeholders form successful partnerships to achieve multiple outcomes. Chris has developed multiple industry guidance documents for CIRIA, CIWEM and UKWIR, related to the management of surface water, the application of nature-based solutions (NbS), and the evaluation of the wider benefits of NbS. He is a Visiting Professor at the University of Sheffield, a Chartered Engineer and a Fellow of the Institution of Civil Engineers and Chartered Institute of Water and Environmental Management. Outside of work Chris is working with his co-authors on publishing Urban Drainage 5th Edition. He is a Parish Treasurer for churches on the Manor, Sheffield and is a Public Governor for the Sheffield Health and Social Care Trust. A key focus for involvement with the trust is on mental health service improvements for the people of Sheffield.

Stephen Slessor CEO Nick Bean | Brighton and Hove City CouncilNick is a Chartered Civil Engineer and he works for Brighton and Hove City Council where he has the privilege of heading up the Engineering team, his portfolio includes Highway Infrastructure, Flood Risk Management, Coast Protection and Streetlighting. Nick has been working on investigating ways to reduce surface water entering the sewers. This is through the introduction of small level rain gardens around the city. Nick’s main focus is to deliver a rainscape in Wild Park which will be his largest installation to date.

Among others, he has worked for Thames Water, United Utilities, ICI, Highways England, The Olympic Delivery Authority, and Crossrail. Mark has been working in digital transformation from a delivery and financial perspective for the past 12 years and has experienced the incredible gains made in sectors by embracing digital ways of working. Sahil Chaini UK & I Regional Market Director Guy Dulake | Portsmouth WaterGuy Dulake joined Portsmouth Water in 2021 as Chief Information Officer. Amongst wider responsibilities, he is focused on the delivery of a business wide technology and data transformation. Guy has a strong background in the leadership of technology within utilities, with over 15 years' experience across the energy sector, and prior as a software specialist for IBM. Most recent successes include the Kraken Technologies partnership, which has seen the rapid development of water capability and deployment of a new CRM into Portsmouth Water, setting the foundations for smart metering and improving digital channels. The partnership has continued with the launch of WaterLabs, a platform for wider industry collaboration addressing core problems through data and AI.
Guy Dulake Chief Information Officer Shaun Stevens | EPS WaterShaun is a past Chair of the British Water UK Forum, and more recently led the British Water Supply Chain Task Force initiative. Having graduated as an Environmental Engineer, he has gained over 25 years’ experience working in the water industry in the UK and Ireland within the contracting and consultancy sectors. Shaun is currently General Manager of EPS Water, a provider of water and wastewater treatment products and services, and focuses on growth strategy, business development, supplier relationships and continuous improvement initiatives. He is an Advisory Board Member for UK Water Week and a Champion for regional development agency Business South.
Shaun Stevens British Water’s Supply Chain Task Force and UK General Manager Stuart Rothery | VictaulicStuart is an experienced business leader with a career spanning over 40 years. He has held senior positions in a number of blue chip organisations including AMEC, Balfour Beatty and J Murphy & Sons. He is a chartered structural engineer although his responsibilities over the last 25 years have focused more on business performance and sustainable growth. Working with tier 1 consultants and contractors has enabled Stuart to build organisational credibility where integration and collective engagement across multiple stakeholders has been key to success at both project and programme level. His trademark in the industry has always been to seek out ways to improve capacity, knowledge and performance. Stuart has been in position with Victaulic for 18 months, where his primary role is to establish the company’s market position in the world of UK water. Victaulic is a global leader providing integrated pipeline build strategies for clients across many infrastructure markets. The firm produces couplings, fittings and valves at its energy-efficient foundries around the world and develops resilient piping solutions for new build and refurbishment programmes including above ground, buried and submerged situations.
Stuart Rothery Vice President – Water and Infrastructure Neil Pullen | Severn TrentNeil has over 30 years’ experience in the utilities sector, covering energy, water and metering and has worked across client-side organisations, large contracting firms and as a Consultant. He joined Severn Trent in June 2021 to focus on building the in-house design capability and preparing the organisation for the significant increase in growth expected in the next regulatory period, AMP8. A chartered engineer and Fellow of IMechE, Neil is always keen to stress that he is far from an expert in clean or waste water design but knows enough first principles to ask simple but difficult questions…
Neil Pullen Head of Design Tim Knobbs | WSPTim is a Chartered Civil Engineer with 30 years’ experience gained in major project delivery, business leadership, technical leadership, contracting, Framework and design management on many major infrastructure projects, particularly within the water industry, both in the UK and overseas. For the last 12 months he has been Head of Profession for WSP’s 750-strong Water Business, leading on technical excellence. The role has two main focus areas – the first, to ensure schemes are delivered with the required technical quality, and the second, to shape the offering going forward, by looking up, out and forward to understand what skills and capabilities are needed. He is also part of the Steering Group for the update to CIRIA P3279 - Using Performance Specifications in Construction Projects: Guidance – aimed at opening up markets and projects to the use of modern methods of construction (MMC).
Tim Knobbs Head of Profession, Water Karma Loveday | The Water ReportKarma Loveday is founder and editor of The Water Report, an independent publication covering UK water sector policy, regulation, strategy and competition. Karma has 25 years of experience as a journalist covering regulated industries. Karma also works as water advisor to the Major Energy Users Council, and is a non-executive director on the board of Waterwise.
Karma Loveday Founder & Editor Mark Wiltsher | OfwatMark Joined Ofwat in September 2023 as Communications Senior Director overseeing external affairs and stakeholder engagement, digital and design, strategic communications and Internal communications. Before joining Ofwat, Mark was Deputy Director of Communications at Ofgem where he led the communications team, and assisted in the repositioning of the regulator as a key player in delivering net zero and communicating the biggest change to the energy market for 20 years with the introduction of the retail price cap. At Ofgem, Mark was a member of the senior leadership team and helped advise the board on issues relating to policy and corporate strategy. Most recently he worked at FTI Consulting a strategic communications consultancy, as a Senior Director, specialising in energy and water.
Mark Wiltsher Senior Director Communications Elaine Coles | WaterBriefingManaging Editor for 15 years-plus at WaterBriefing – an online daily news and intelligence service for business professionals with a particular focus on the UK water sector. During that time I have also overseen the publication of a series of reports on the water companies’ successive investment programmes from AMP4 onwards. The fifth report on AMP8 is currently in preparation.
Elaine Coles Managing Editor Natasha Wiseman | Make Water FamousNatasha has worked in water sector media and communications for over 20 years and has covered every issue, usually from the perspective of the innovative and inspiring solutions being brought to bear. In 2021 she launched Make Water Famous, a not-for-profit positive news platform and brand focussed on bridging the gap between the expertise embedded in the water sector and the public’s awareness of the water crisis. Through storytelling and other creative initiatives, Make Water Famous makes that knowledge available to a much wider audience. In 2014 Natasha founded WiseOnWater, a strategic marketing and public relations agency working in close partnership with organisations across the global water industry, with a focus on media relations and content creation. The WoW team works with a range of clients, including consultancies, engineering contractors, trade associations, SMEs, technology companies and event organisers. Natasha started her media career as editor of water trade publications, including Water & Wastewater Treatment, WWTonline and World Water. At WWT, she initiated series’ of round tables and conferences on topics including innovation and asset management. Natasha has a Social Anthropology MA (Hons) from Edinburgh University, which has been invaluable in understanding this complex sector and the people who work here. She is a member of the Institute of Water.
Natasha Wiseman CEO Mike Keil | CCWAfter being part of CCW’s Executive Team as Senior Director of Policy, Research and Campaigns for six years, Mike Keil is now Chief Executive. A physicist by training, Mike spent the first decade of his career at the Met Office working with weather and climate models. He led its middle atmosphere research group. In 2007, he joined Ofwat as their Head of Climate Change and wrote their first policy statement on the topic. Mike oversaw the introduction of annual carbon accounting in the water sector and the inclusion of the cost of carbon into business cases as part of the regulatory framework. Mike moved to Severn Trent Water in 2011, leading their work on climate change and resilience. During this time he wrote the business case for the £350m Birmingham Resilience Project. Mike has been at CCW since 2017, leading their policy work, water company challenge and their extensive research programme. He oversaw CCW’s campaign work, including their Review of Water Affordability; the End Sewer Flooding Misery campaign and the Five Year Review of the Business Retail Market. Mike is also one of the hosts of CCW’s Waterfall podcast, which was launched during the 2022 drought to help people understand the value of water and how they can use it more wisely.
