Seminar – Overcoming the Barriers to Implementing Nature-based Solutions in AMP8

Join us for this seminar exploring the barriers to implementing Nature-based Solutions (NBS) in AMP8 from the perspectives of different stakeholders within the sector.  

Nature-based Solutions are seen by many as the most desirable and sustainable response to the many challenges to be confronted in the AMP8 investment programme, especially in the delivery of the Government’s Storm Overflows Discharge Reduction Plan. However, others have pointed to a number of barriers to their widespread implementation from 2025. Following a short introduction to nature-based solutions, we have invited speakers from the following organisations:

Ofwat
Environment Agency
Natural England
The Rivers Trust
Oxford University
Anglian Water
Mott MacDonald
Costain 

to each give their own perspective by answering the following questions: 

1. What do you see as the benefits of nature-based solutions from your perspective?
2. What do you see as the current barriers to implementing nature-based solutions from your perspective?
3. What needs to be done now to enable their implementation?
4. What do you think is an achievable outcome for NBS in AMP8 with/without these barriers?

Following the speaker presentations, the audience will be given the opportunity to ask questions during the panel Q&A sessions.

We are also pleased to welcome WSP to present a summary of the results from the recent 2023 WIF Team Challenge for Young Water Professionals. This competition, supported by WSP, saw 10 teams compete to identify and pitch their ideas for the challenge to ‘convince today’s schoolchildren of the critical importance of water-related nature-based solutions to their future’.

The venue is conveniently situated close to Leeds city centre, 10 minutes' walk from Leeds train station and with a number of public car parks nearby.

Joel Atherton, Principal, Environment Team, Ofwat

Joel has a background in environmental economics and valuation, and he worked for a number of environmental and consumer organisations prior to joining Ofwat. He leads Ofwat's work on natural capital, environmental programme efficiency and  environmental performance.

Melissa Swartz, Catchment Funding Senior Advisor, Environment Agency

Melissa is a catchment funding senior advisor in the Future Funding Department of the Environment Agency, based in Newcastle. She works with internal and external partners to enable investment into nature-based solutions that will deliver multiple benefits. Melissa is currently involved in the Environment Agency’s Water Environment Transformations (WET) Programme, which seeks to facilitate investment supporting the shift towards integrated water management and the use of nature-based solutions, so places are healthy and resilient for nature and people.

Clare Warburton, Principal Adviser – Green Infrastructure, Natural England

Clare Warburton is Principal Adviser for Green Infrastructure in Natural England.  She has over 25 years’ experience in the environment sector, both public and private, with a particular focus on green and blue space, and embedding natural infrastructure in development through strategic planning and good design.  She is responsible for Natural England’s Green Infrastructure Framework, launched in January 2023, to support the integration of green and blue infrastructure in our towns and cities as part of the Nature Recovery Network. The Framework provides tools to help plan and design natural infrastructure networks that deliver multiple benefits for health and wellbeing, climate, water, nature and the economy.

Dr Amina Aboobaker, Commercial Director, The Rivers Trust

Amina is Director of Strategic Development and Stewardship for the Rivers Trust, seconded from United Utilities. She is responsible for leading on the development of strategic opportunities for The Rivers Trust movement, driving capability and technical expertise growth across the movement, in order to achieve the best possible deals for freshwater, catchments, and people.

Toby Harding, AMP8 Strategy Lead, WSP

Toby has spent over three decades in the water industry, covering all aspects of design, construction, commissioning and operation with contractors, more recently moving into consultancy. Working with most of the UK water companies on infrastructure and non-infrastructure projects and programmes, he has formed a deep engagement with water sector strategy. Toby chairs WSP’s Nature-based Solutions working group and is keen to embed NbS as the default approach to all water industry challenges.

Alison Smith, Senior Research Associate,  Environmental Change Institute, University of Oxford

Alison is a Senior Research Associate at the Environmental Change Institute. She is interested in using interdisciplinary research to find and promote solutions that tackle multiple environmental, economic and social problems. Her current work focuses mainly on natural capital, ecosystem services, green infrastructure, nature-based solutions and the multiple benefits of climate adaptation and mitigation actions.

Martin Bowes, Water Quality Policy and Strategy Manager, Anglian Water

Martin is industry lead for environmental water quality matters at Anglian Water. His previous roles include Water Resources Environment Team lead and CaBA Project Manager, managing Anglian’s engagement with DEFRA's catchment-based approach (CaBA) initiative.

Marieke Nieuwaal, Technical Principal, Nature-based Solutions, Mott MacDonald

Marieke Nieuwaal is global lead for nature-based solutions at Mott MacDonald and recently won the group’s internal Thought Leadership Award for demonstrating technical leadership and professional excellence in this area. She has worked on integrated catchment management, climate resilience and water infrastructure development projects in the UK, Europe, Asia and Africa. She is dedicated to overcoming barriers to mainstreaming nature-based solutions and implementing them at scale so that multiple benefits can be realised.

JEREMY GALPIN, SOCIAL VALUE CONSULTANCY LEAD, COSTAIN

Jeremy has over 30 years of experience across Social Value, Human Resources, Stakeholder Management and Engineering in both corporate and complex project roles such as Tideway. Jeremy is leading the Costain work on the ‘Public value of water’ including the use of a ‘Value based approach to assets’ and ‘Wellbeing assessment’ to ensure business cases represent the best whole life value for society. Jeremy is a Chartered Engineer and has a MSc with Distinction in Business Innovation and International Technology Management from the University of London, Birkbeck College.
