Seminar – The Challenges for AMP8

23  March, Leeds

This seminar will explore the challenges confronting the UK water sector and their potential impact on the English and Welsh water companies’ asset management investment programmes from 2025.

Ofwat’s Price Review 2024 will set the price, service and incentive package for English and Welsh water companies for the Asset Management Period 2025-2030 (AMP8). The resulting asset management plan is shaping up to be the most challenging of any investment programme since privatisation.

However, each stakeholder group within the UK water sector sees the challenges to be addressed from a different perspective.  To gain a greater understanding, we have invited speakers from:

National Infrastructure Commission
Ofwat
Environment Agency
Blueprint for Water
United Utilities
Galliford Try
Stantec
University of Sheffield 

to give their own perspective by answering the following questions: 

1. What do you see as the main challenges for the UK water sector over the coming decade?
2. How do you see these impacting the AMP 8 investment programme?
3. What needs to be done now in preparation for AMP8?

Following the speaker presentations, the audience will be given the opportunity to ask questions during the panel Q&A sessions.

The venue is conveniently situated close to Leeds city centre, 10 minutes' walk from Leeds train station and with a number of public car parks nearby.

Ed Beard, Assistant Director for the Environment, National Infrastructure Commission

Ed leads policy development at NIC for flood, water and waste infrastructure. He also leads wider environmental policy issues relating to infrastructure. Ed joined NIC in 2021 from Defra. Ed worked in Defra for around 20 years on a range of issues including: drinking water quality, sewage treatment and environmental water quality and water resource planning.

Tom Boichot, Head of Wastewater Enhancement, PR24 and Beyond, Ofwat

A Chartered Environmentalist with over 20 years’ water industry experience covering asset management, investment planning, civil design, hydraulic modelling and catchment planning. Currently Head of Wastewater Enhancement in the cost assessment team at Ofwat and is leading an assessment of AMP8 deliverability, which includes supply chain engagement. Has previously held a range of positions within engineering consultancies, water companies and local authorities.

Jane Simpson, Capital Delivery, Commercial & Engineering Director, United Utilities Plc

Jane joined United Utilities in July 2022 as Capital Delivery Director and appointed as Commercial, Engineering and Capital Delivery Director in January 2023, responsible for delivery of a £2bn capital programme. Jane has held a number of senior roles across several business sectors, including Operations Director at Royal Mail and Capital Delivery Director at Severn Trent Water, responsible for leading a £3bn major infrastructure capital works programme. In 2016 Jane was included in the Daily Telegraph’s Top 50 Women in Engineering and in 2017 was listed in the FT and Cranwell’s 100 women to watch.

Steve Slessor, MD, Galliford Try Environment

Stephen is MD of Galliford Try’s £400m p/a Environment business, which focuses on the water sector. Stephen is a former President of CICES and is currently a Director of the CECA Scotland as well as a member of the Cross-party Group for Construction in the Scottish Parliament. As visiting Professor in Digital Construction at Robert Gordon University, Stephen has developed several professional interests in analytical data collection, digital construction, carbon reduction and the use of Blockchain technologies.

Tim Williams, Strategic Growth & Business Development Director, Water, Stantec UK Ltd

Tim is an experienced operational and strategic planning executive. He has a strong track record of managing complex issues with a wide range of roles across the water sector as well being an asset management professional. A lawyer and scientist by background, Tim’s career has been founded primarily in regulated water company experience and delivering contract operations.

Prof. Joby Boxall, Professor of Water Infrastructure Engineering, University of Sheffield

Joby is Professor of Water Infrastructure Engineering at the University of Sheffield, was Head of Dept., Civil & Structural Engineering 2017-21. He is a Chartered Engineer and Environmentalist and Fellow of the CIWEM. Joby’s research interests are concerned with understanding and modelling hydraulic, water quality and infrastructure performance and interactions, usually with a focus on water supply. He is focused on research addressing the grand challenges facing water, including leading the EPSRC grand challenge consortium on sustainable clean water for all, TWENTY65.

Nik Perepelov, Vice Chair, Blueprint for Water and Senior Policy Officer – Water – UK Land, Sea & Climate, RSPB

Nik is Senior Policy Adviser for RSPB England, having joined in August 2022. Nik is also Vice Chair of Blueprint for Water, part of the Wildlife and Countryside Link, which represents a diverse range of environmental NGOs. His focus is on the regulated water sector, with a specific interest in the question of reforming regulation to drive nature recovery and positive outcomes for biodiversity. He is also interested in the role of green finance and emerging environmental services markets in helping arrest the decline in nature. Before moving to RSPB, Nik worked in Defra’s marine policy team and prior to that for several years at Renewable UK focusing on energy regulation and onshore renewables.

Richard Thompson, Deputy Director Water Management & Investment Environment Agency

Richard is an environmental scientist with over 20 years’ experience in the environmental sector. Currently Deputy Director for Water Management and Investment at the Environment Agency, he oversees a department leading the EA’s water strategy, environmental planning and environmental monitoring portfolios. Richard is a Chartered Environmentalist and a member of the Chartered Institute of Water and Environment Management.
