PROF. TONY CONWAY | CHAIR | DIRECTORTony, a former Executive Director of United Utilities, has led Asset Management, Operations and Engineering functions, as well as transformation programmes. He led the creation of the company's “Future Concept of Operation”, and as Director of Curiosity, identified world leading water utility innovation, engaging with hubs around the globe. A Visiting Professor at the University of Sheffield, Tony chaired the Leadership Board of the TWENTY65 Water Research Programme and is co-author of the Industry Guide for Collaborative Innovation. Serving on the Leadership Council of the UK Water Partnership, Tony was lead author of the white paper on Digital Water. He is a Fellow of the Institution of Civil Engineers, a Director of British Water and Chair of the Water Industry Forum. Tony provides strategic advisory services across the water sector, from global enterprises to start-up innovators. His research activity focuses on collaboration, innovation, and the water utility of the future. Prof. Tony ConwayChair | Director ANITA PAYNE | EXECUTIVE DIRECTORAnita joined WIF as Executive Director in July 2023. Reporting to the WIF Chair, Tony Conway, Anita leads and manages all the activities of the WIF. This includes developing the overall long-term strategy, vision and delivery plan for WIF, and establishing and embedding its culture in accordance with its values. Anita has held senior roles in water regulators and government departments in the UK and Australia including the Department for Environment, Food and Rural Affairs and OFWAT. Anita has a background in water economics and has extensive experience in delivering economic analysis across a range of water policy issues. Anita PayneExecutive Director JEAN SPENCER | DIRECTORJean has over thirty years’ experience in the water sector, including fifteen years in various financial and regulatory roles with Yorkshire Water and fifteen years as an Executive Director of Anglian Water. Experience at both companies included the development of strategic business plans and price reviews from PR94 through to PR19. Jean has a particular interest in water resources planning, having chaired the development of Water UK’s 2016 Water Resources Planning Framework, and water efficiency, having chaired Waterwise’s Water Efficiency Strategy group for ten years. Since retiring from Anglian Water in 2018, Jean has been the Independent Chair of the Environment Agency’s National Framework for Water Resources. Jean is a Chartered Accountant by profession. Jean SpencerDirector MARGARET READ | DIRECTORMargaret joined the Board in 2021. She is a career civil servant with extensive experience leading policy development, principally in Defra on water supply, flood risk management and other environmental issues. Her teams have supported Ministers in developing legislation and in working with delivery bodies to implement policy. Between July 2020 and October 2022, Margaret worked as part of the RAPID leadership team, a joint Ofwat, Environment Agency and Drinking Water Inspectorate unit to speed up water supply infrastructure delivery. She is now Director of Policy at the National Infrastructure Commission, which advises Government on long term infrastructure needs. Margaret ReadDirector CATHERINE WENGER | DIRECTORAs the UK, India, Middle East and Africa (UKIMEA) Water Business Leader for Arup, Catherine is focussed on building meaningful client relationships, defining the strategic direction for the water business within the region, and equipping the teams with the best possible skills and knowledge to deliver impactful work. Alongside this, she is Framework Director for the AMP7 Dŵr Cymru Welsh Water Capital Delivery Alliance, and Executive Sponsor for Arup’s Thames Water and Northern Ireland Water Frameworks. Catherine sits on the Water Industry Forum Board and is one of nine global Arup Trustees working to ensure the firm stays true to its core values and retains its Employee-Owned independence. Catherine WengerDirector Dr Katrina Cullen | DirectorKatrina joined the board in October 2024 as Non-executive Director. With a background in Environmental Science and three years in the water sector as a Graduate Catchment Planner, she is now a Place Based Planning Manager at United Utilities with a focus on partnership working and the Integrated Water Management Plan in Greater Manchester.
